El 2 diciembre de 2010 el Tribunal de Justicia y Paz condenó a Laverde por el asesinato de 170 personas en 25 masacres y de cuatro funcionarios en Cúcuta, Norte de Santander y sus alrededores. La Corte recordó además que en el caso de este paramilitar, que lleva más de seis años detenido, la pena alternativa no significa ejecución inmediata, es decir que antes de que se cumpla la pena de ocho años tendrán que haber aprobado unos requisitos como la completa indemnización a las víctimas. En el caso de los procesos de restitución de tierras que venía realizando la Fiscalía a estas víctimas y que fueron suspendidos, porque los magistrados de garantías cuestionaron la competencia del ente acusador en procesos de restitución, el alto tribunal dejó en claro si está en capacidad de hacerlo y dio carta blanca para que se reanudaran dichos procesos.
